Saudi Arabia Cements 80-Year UNESCO Partnership With Massive ICAIRE Launch

ICAIRE Riyadh

A Global AI Hub in Riyadh

Saudi Arabia just gave global tech governance a massive boost. The establishment of the International Center for AI Research and Ethics (ICAIRE) in Riyadh perfectly continues the Kingdom's 80-year partnership with UNESCO. Saudi Arabia was actually among the original 20 nations that met in London back in 1946 to establish the historic organisation. Building on this legacy, ICAIRE now operates officially as a UNESCO Category 2 centre, directly serving member states worldwide. The Saudi Cabinet previously granted the centre complete financial and administrative independence.

Focusing on Ethics and Training

ICAIRE grounds all its work on four main pillars: AI research, ethics awareness, capability building, and policy recommendations. The centre strictly follows UNESCO’s Recommendation on the Ethics of Artificial Intelligence, ensuring human rights, justice, and absolute transparency. On the ground, ICAIRE is already rolling out massive training schemes. Their ambitious "Elevate" initiative aims to train exactly 25,000 women in artificial intelligence by 2027 across more than 100 countries. They also successfully graduated the first cohort of 217 trainees from 41 countries under their Ethical Applied AI Programme.

Bridging the Digital Divide

The centre actively targets the Global South, helping developing countries access crucial AI learning resources. ICAIRE operates within a powerful network of partnerships, including the League of Arab States, Google, Microsoft, and IBM. These efforts recently culminated in Riyadh proudly hosting the fourth UNESCO Global Forum on the Ethics of Artificial Intelligence, marking the very first time this prestigious forum was held in the Arab world. Saudi Arabia is clearly steering the global conversation on safe technology.
