Saudi Arabia Announces Strict Hajj 2026 Permit Penalties

The Ministry of Interior recently announced penalties for Hajj 2026 permit violations. These rules apply to the upcoming 1447 AH pilgrimage season. The Ministry aims to protect worshippers at the Holy Mosque. These measures help everyone perform their rituals with peace and ease.
Standard Fines for Violations
Authorities will impose a SAR 20,000 fine for performing Hajj without a permit. This penalty also applies to anyone attempting to perform rituals illegally. Visit visa holders must not enter Makkah during the restricted period. This restriction runs from the first of Dhu al-Qi'dah until mid-Dhu al-Hijjah.
Heavy Penalties for Aid and Transport
The Ministry will fine illegal transporters up to SAR 100,000. People who shelter illegal visitors also face this heavy financial penalty. This fine applies to hotels, apartments, and private residences. The penalty multiplies for every illegal person a violator assists. The government may also confiscate vehicles used for illegal transport.
Deportation and Re-entry Bans
Authorities will deport residents caught performing Hajj without a valid permit. These individuals will also face a 10-year ban from the Kingdom. Overstayers face the same strict deportation and entry restrictions. These rules maintain the integrity of the official Hajj permit system.
The Appeals Process and Reporting
Violators can appeal their penalties within 30 days of the notification. The Administrative Court reviews challenges within 60 days of a committee decision.
